Summary

In densely populated and sparsely wooded areas, the creation of urban forests has become an important objective of a responsible social policy. This policy framework is based upon the experience gained over recent years from carrying out several feasibility studies for large-scale afforestation projects in Flanders, Belgium. Whilst conducting these studies, a methodology was developed which selected the most suitable and feasible locations for the establishment of large urban forests, with a view to achieving the highest chance of successful implementation. This methodology is a step-by-step multicriteria approach with three stages: (1) the excluding stage, which uses excluding criteria leading to a number of locations potentially suitable for afforestation. These are called 'potential locations'; (2) the suitability stage, which tests the potential locations on their suitability, leading to the selection of a limited number of (theoretically) 'most suitable locations'. Three groups of criteria are used for this selection, related to the potential for (a) recreational quality, (b) structural strengthening of the landscape, and © ecological quality. This is followed by (3) the feasibility stage, where the most suitable locations are then tested for their feasibility. Initially, these locations are analyzed for possible conflicts with other types of land use; the three main criteria used for this selection being (a) their acceptability by the agricultural sector, (b) their appropriateness for nature conservation and landscape protection and © their compatibility with urban planning. Where several 'most suitable locations' have a similar acceptability score, the final choice of the location of the urban forest is determined by opportunity criteria — defined primarily by the potential for the immediate realization of the afforestation project. As a result of the three stages of the multicriteria analysis, the most suitable and feasible location(s) are selected for further political scrutiny prior to implementation.

 

روش انتخاب بهترین مکان ها برای جنگل های شهری جدید با استفاده از تجزیه و تحلیل چند معیاره

 

چکیده

در مناطق پر جمعیت و کم پوشیده شده از درخت، ایجاد جنگل های شهری به یک هدف مهم سیاسی اجتماعی معتبر تبدیل شده است. این چارچوب خط مشی بر اساس تجربه ای که در طول سال های اخیر در طی انجام مطالعات امکان سنجی مختلف برای پروژه های جنگل کاری در مقیاس بزرگ در فلاندر بلژیک، به دست آمده است. در خلال‌ مدت انجام این مطالعات، روشی توسعه پیدا کرد که مناسب ترین و عملی ترین مکان ها برای احداث جنگل های شهری بزرگ از منظر دستیابی به بالاترین شانس برای اجرای موفقیت آمیز را انتخاب می کرد. این روش دارای یک رویکرد چند معیاری گام به گام با سه مرحله می باشد: (1)مرحله مستثنی سازی، که استفاده از معیارهای مستثنی گزینی منجر به انتخاب تعدادی از مکان های بالقوه مناسب برای جنگل کاری می شود. این ها «مکان های بالقوه» نامیده می شوند؛ (2) مرحله شایستگی، که مکان های بالقوه بر اساس شایستگی آنها آزمایش می شوند، که منجر به انتخاب تعداد محدودی ( از لحاظ تئوری) از مناسب ترین مکان ها می شود. سه گروه از معیارهای مورد استفاده در این گزینش، مربوط به پتانسیل ها در حیطه های (الف) کیفیت تفریحی، (ب) تقویت ساختاری و چشم انداز، و (ج) کیفیت اکولوژیکی، می شود. این دنبال می شود با (3) مرحله امکان سنجی، جایی که در آن مناسب ترین مکان ها برای میزان امکان سنجی مورد آزمایش قرار می گیرند. در ابتدا، این مکان ها بخاطر تضاد های ممکن با سایر انواع کاربری های اراضی مورد تجزیه و تحلیل قرار گرفتند، سه معیار اصلی برای این انتخاب کردن مورد استفاده قرار گرفت: (الف) قابلیت پذیرش آن برای بخش کشاورزی، (ب) تناسب داشتن با عملیات حفاظت از طبیعت و حفاظت از سیمای سرزمین و (ج)سازگاری داشتن آن با برنامه ریزی شهری.که در آن چند عدد از مناسب ترین مکان ها که نمره قابل قبول مشابهی داشتند، برای انتخاب نهایی مکان ایجاد جنگل شهری توسط معیارهای فرصت تعیین شدند - در درجه اول توسط میزان پتانسیل بالقوه برای تحقق فوری پروژه جنگل کاری،تعریف شد. به عنوان یک نتیجه از سه مرحله از تجزیه و تحلیل چند معیاری، مناسب ترین و عملی ترین مکان(مکان ها) برای بررسی دقیق سیاسی بیشتر قبل از اجرا انتخاب شده است.
